ENOUGH – School-Based WASH and Nutrition Campaign

Objective
Empower children, schools and communities to champion improved nutrition, hygiene and sanitation, and strengthen national WASH and nutrition standards in schools.

Since 2024, the ENOUGH campaign has empowered children, schools, and communities to champion improved nutrition, hygiene, and sanitation. Its child-centred approach combines policy analysis, capacity development, school-based monitoring, and advocacy to strengthen national WASH and nutrition standards in schools. Key interventions include strengthening School WASH and Nutrition Clubs; training Children Committees on healthy diets, stunting prevention, menstrual hygiene management, sanitation, and school feeding standards; monitoring school feeding and hygiene practices; and advocacy from school to national level. Direct beneficiaries are WASH and Nutrition Club members and Children Committees, while thousands of learners, teachers, parents, caregivers, and community members benefit indirectly. Citizen Voice and Action (CVA)

Objective
Strengthen citizen participation, accountability and responsive public services by helping citizens compare services against national standards and engage duty bearers.
Key results
More than 245,000 citizens directly engaged.

CLADHO and World Vision Rwanda implement the Citizen Voice and Action social accountability model to strengthen citizen participation, accountability, and responsive public services. Citizens compare services against national policies and minimum standards, engage duty bearers, and advocate for practical solutions across WASH, education, health, nutrition, child protection, resilience, and livelihoods. The programme builds CVA groups' knowledge of policies and standards, produces evidence, facilitates community scorecards and dialogue forums, and monitors agreed action plans. It operates in Nyamasheke, Rusizi, Karongi, Ngororero, Rutsiro, Gakenke, Rulindo, Burera, Gicumbi, Huye, Gisagara, Kayonza, Gatsibo, and Nyagatare and has directly engaged more than 245,000 citizens. National-Level Advocacy and Budget Influencing

Objective
Ensure children's voices, needs and priorities are reflected in public policies, plans and budgets.

With World Vision Rwanda, CLADHO undertakes national advocacy and budget influencing so children's voices, needs, and priorities are reflected in public policies, plans, and budgets. Through research, evidence-based advocacy, policy dialogue, and engagement with Parliament, MINECOFIN, MIGEPROF, MINEDUC, NCDA, and districts, CLADHO advocates for stronger investment and accountability in child protection, education, nutrition, health, WASH, and meaningful child participation.

Enhancing Land Services through the Implementation of Land Policy Actions

Strengthen land governance, responsive land services and secure tenure.
Key results
More than 1,200 local land actors trained, 1,260 citizens supported and 2,452 people directly benefited.

Funded by the Swiss Agency for Development and Cooperation through the CS Engage Programme coordinated by Never Again Rwanda, this project strengthens land governance, responsive land services, and secure tenure. It builds the capacity of land committees, private land notaries, and Irembo agents and runs community land clinics for registration, boundary corrections, disputes, and land rights. More than 1,200 local land actors have been trained and 1,260 citizens supported; 2,452 people have directly benefited. CLADHO also assessed implementation of the 2019 National Land Policy and supported the National Technical Land Committee, strengthening national coordination, monitoring, and evidence-based reform.

Improving Capacity on Mainstreaming Gender-Responsive Planning, Budgeting, and Monitoring & Evaluation

Objective
Strengthen participatory planning, gender-responsive budgeting and monitoring and evaluation in district institutions.
Key results
1,646 participants expected: 860 local government staff and 786 civil society and governance actors.

Implemented with GIZ support through GOPA Consultants, this initiative targets Kamonyi, Ruhango, Gisagara, Ngoma, Gicumbi, Nyabihu, Ngororero, Rutsiro, Gakenke, and Nyanza. It strengthens district institutions, CSOs, JADF members, and local councils in participatory planning, gender-responsive budgeting, and monitoring and evaluation. Practical training covers Rwanda's decentralized planning framework, Gender Budget Statements, data analysis, reporting, and oversight. A total of 1,646 participants are expected to benefit: 860 local government staff and 786 civil society and governance actors.

Public Policy Information Monitoring and Advocacy (PPIMA)

Strengthen citizen participation, evidence-based policy advocacy and accountability in planning and budgeting.
Key results
Three policy briefs, three analytical reports, 80 participatory governance spaces and 3,000 Kinyarwanda Citizens' Guides to the National Budget.

PPIMA strengthens citizen participation, evidence-based policy advocacy, and accountability in planning and budgeting. It analyses the Budget Framework Paper, Gender Budget Statement, and Environment Budget Statement; monitors priority allocations; and presents policy briefs and reports to MINECOFIN, Parliament, and other institutions. Citizen participation is advanced through community scorecards, pre-budget hearings, pre-Imihigo consultations, parliamentary hearings, Joint Sector Reviews, and JADF platforms. Achievements include advocacy for Community Scorecards in Planning and Budget Call Circulars, three policy briefs, three analytical reports, 80 participatory governance spaces, and 3,000 Kinyarwanda Citizens' Guides to the National Budget. This project connects communities with decision-makers so citizen, gender, environmental, and climate priorities inform policies, plans, budgets, and Imihigo. It operates in Ngororero, Rutsiro, Nyamagabe, Nyaruguru, Rusizi, Gisagara, Nyanza, Ruhango, Ngoma, and Nyagatare, with national engagement involving Parliament, MINECOFIN, MINALOC, and the Ministry of Environment. Expected results include training 250 JADF members and district staff, hearings in all 10 districts, reaching at least 5,000 citizens, disseminating 4,500 simplified budget guides, and integrating environmental and climate considerations into 10 district plans and budgets.
